Article 3 of SASO by-laws issued in accordance with the rules of the Royal Decree No. M/10 dated 1392-03-03 H, states that SASO is empowered to lay down rules for granting certificates of conformity and quality marks concerning compliance with national standards and to organize the means of issuance and rights of use of such certificates and marks. The use of the mark is optional.
Article 12 of the same by-laws stipulates that SASO Board of Directors is responsible for all SASO affairs and policies and for taking all necessary steps to enable best realization of its responsibilities. In this regard, the Board is empowered to lay down the policies and rules for SASO technical, financial, and administrative aspects, and to issue regulations and orders for their execution. Financial regulations are issued by agreement with the Ministry of Finance and National Economy.
SASO, by virtue of aforementioned articles, has issued the Quality Mark, Certificate of Conformity and Accreditation of Services Regulations. This part of the regulations deals with the Quality Mark Regulations relating to national products conforming to Saudi standards.
It aims to offering practical means for standardization to serve all concerned parties, especially the common consumer, who needs a simple, practical and reliable means - approved by a neutral specialized body - that guides him to choose the best commodity, helps him to avoid any hazards to health or safety and protects him from being subject to commercial adulterations, without having to pay any testing expenses or need to go through the technical details of standards and tests etc... which are shouldered by the national standardization body.
The Quality Mark - as well - presents certain advantages to the manufacturer, merchant and distributor. The commodity, stamped with a quality mark, issued by a neutral and reliable agency, shall be spontaneously trusted and acquire confidence.
This procedure is considered, by itself, an advertisement for the commodity, leading to increased sales and effective demand, so that it can compete with similar commodities which have no evidence of conformity to standards. This trend will result in more profits, less stocks-in-trade and F, 01 more capital circulation, without additional cost being levied on the producer or distributor for extra tests.
Within the framework of these regulations, SASO offers the following
services to industry:
- Guidance to the best methods of quality control.
- Assistance to solve problems relating to quality, and
- To urge them to furnish and complete their technical cadres and facilities.
In this concern, it is also noteworthy that application of the Quality Mark will also create a constructive atmosphere of competition, the result of which will be abiding by the implementation of standards. The aforementioned are only some of the beneficial and prominent effects of these regulations. In addition, these regulations has many other tangible effects, such as:
- Simplification of commercial dealings,
- Ideal execution of contracts,
- Creation of confidence environment, and
- Assurance that exported commodities, conform to standards, the matter which maintains the good reputation of national products and increase the demand for them in foreign markets.
Drawing on the above mentioned literature, it is hoped that implementation of this part of the regulations will lead to the promotion of development plans and support prospective and creative progress in various fields.
Article (1) For the purposes of this part of the regulations the following definitions shall apply:
The Saudi Arabian Standards Organization.
The Final Product to which this part applies.
Any factory or production unit producing the commodity or any organization distributing it.
A mark (as shown in the attached Fig.) approved by SASO to indicate conformity of the commodity to the relevant Saudi standard.
|5.||Quality Control Plan
A plan for quality control and assurance agreed upon between SASO and the firm, to guarantee continuity of conformity of the commodity to Saudi standards. 
A person assigned by SASO to carry out inspection duties described in this part.
A primary inspection, carried out by SASO on the firm, applying for a license to use the quality mark, for the purpose of studying the quality control system applied in the firm, and to take samples from production for testing. The results of the study and the tests form thebasis on which a decision is made whether or not to grant the firm a license to use the quality mark.
|8.||Periodic Surprise Inspection
An inspection carried out without prior notice to the firm, to ensure the correct application of the mark and the adherence of the firm to the quality control plan agreed upon. During inspection, samples from the firm production are taken for testing to ensure their conformity to Saudi Standards.
SASO laboratories or any other laboratory accredited by SASO to carry out tests.
|10.||License to use the Quality Mark
A written permission granted by SASO to the firm authorizing it to use the quality mark for commodities conforming to Saudi standards.
The quality mark regulations apply to national firms which apply to SASO to obtain a license to use the quality mark for commodities produced by them and conforming to Saudi standards.
Any commodity that bears the quality mark shall be considered a pledge for its conformity to the relevant Saudi standards and the firm accepts full responsibility for it, SASO being completely absolved from any responsibility in this regard.
SASO shall grant the firm producing the commodity a license to use the quality mark when the following conditions are fulfilled:
The following procedures shall be followed to obtain a license to use the quality mark: 1. The firm shall apply to SASO for a license to use the quality mark, by completing and submitting forms prepared by SASO for this purpose. 2. The firm shall present a separate application for each commodity.
If the firm meets the conditions for granting the quality mark license detailed in article (5) of this part of the regulations, SASO shall carry out the following:
Upon completion of the pre-license inspection report, and ensuring conformity of the commodity to relevant Saudi standards and existence of testing facilities and quality control system in the firm, SASO shall arrange an agreement with the firm as to the quality control plan to which the firm shall adhere. This is to ensure that production will continue in conformity to Saudi standards and existence of an active system for quality control.
A firm is granted a license to use the quality mark, for one year by decision from the Director General of SASO.
This decision shall be conveyed to the firm, in writing. The license can be renewed annually by application from the firm offered to SASO one month at least before the expiration date of the previous license.
Inspection of the licensed firm by SASO will be carried out at intervals throughout the year. Inspection will be carried without prior notice and will take place at least twice a year. Inspection shall cover l@6 the following aspects:
The firm, after obtaining the license, shall be responsible for the following:
The average of the test results during the 6 months period shall-be also included.
On granting the license for using the quality mark, the firm shall pay SASO costs for periodic surprise inspection, during the license period, as follows:
Any individual or firm using the quality mark without permission from SASO, or continuing to use it on commodities or in advertisements inspite of suspension or cancellation of the license, shall be subject to penalties stated in the Law of Commercial Adulteration without prejudice to penalties mentioned in any other Law.
